I think it should be "responded" but duolingo often on both courses (Pl-/Eng Eng-/Pl )rejects my "respond" and I report them.
"The woman didn't respond" in the negative. It would be "the woman respondED" in the positive though.
It can't be the "woman has not answered"?

The pronunciation of the "odpowiedziala", specifically the part "...dzia..." sounds like "dza" to me. Is that supposed to sound like that?
I hear it palatalized, as it should: 'dzia'.
Maybe this is obvious, but remember that the trigraph dzi is a positional variant of dź, itself a digraph, and represents a single consonant sound.
Why 'answered' is not correct?
'answered' is the main answer that I see.
i put 'the woman did not answer' and it was not accepted. Is that not past perfect?- How is it distinguished from 'the woman has not answered'?
It's an accepted answer.
Past perfect would have been 'the woman had not answered', which is also accepted.
