Is there a rule for when to use the word "at", or should we just memorise the words/sentences it goes with? :)

Can we replace stiller with spør ?

I don't believe so; you 'spør' about something (å spørre om noe), while you 'stiller' a question (å stille et spørsmål). I don't think you can 'spør' a question. (I hope this made sense.)
