Why doesn't DuoLingo like "I owed a lot of money to her"?

Much money? It is not correct?

Much money really isn't correct in English. It should be a lot.

Much money isn't typical but it's correct

"Much money" sounds weird enough to me that I'd correct an English learner on it. "A lot of money" is way, way preferable.

Is there any reason why this sentence couldn't translate to "I owed her too much money"?

Eu devi dinheiro demais. Too much=demais, em excesso, em demasia.

Is it always dever a, as opposed to dever para?

"para" is also correct here.
