Translation:Czy dziś będzie padał deszcz?
in spring summer and autumn it's rain in winter it's snow or rain depending on the weather. Sometmes it's a good thing, if it's 0C you cannot predict what will fall. But forecasts in winter are sometimes more specific than in the other time- if you can't assume what would fall, they need to tell you what they predict.
You can say either: "Będzie padać" (generally), or "Będzie padał (padać) deszcz/śnieg" (depending on the season, if you want to emphasize).
We wouldn't use Continuous here. Perhaps "Will it be raining when we go out?", (asking about an event in progress at a particular time).
But this is asking for a simple prediction about today - "Will it rain today?"
Changed now. Luckily "Will it rain" doesn't suggest any perfective option in Polish in this example.

Czy będzie padał/padać deszcz dziś/dzisiaj? - is quite normal sentence in Polish.
