"Will you talk with the neighbour?" and "Will you talk with a neighbour?", these must be accepted as correct answers as well, I think.

No, because the Ukrainian sentence is just a question about an action in the future and not a request.

What about "Will you be speaking with a neighbor?" Is that not a correct translation?

Why do you want to use the future continuous in this case? It is just a question about future.
