It means a real dump of a place, messy, probably dirty, untidy, unkempt, grotty, disorganised, of little use to anyone. A grot-hole, if you have ever met that expression.

Why is 'the shop's a dump' not accepted?

We are avoiding using that kind of 's until we know that Duolingo have fixed a bug where it can sometimes interpret it as a contraction of 'has', and offer that in some suggested corrections even though it makes no sense.
