How to translate this sentence? the grammar of this sentence makes me wanna cry.....

the sentence is very long for me, which is: hij op of omstreeks 24 januari 2015 te Rotterdam op of aan de openbare weg, de West-kruiskade, althans op enige voor het publiek toegankelijke plaats, tegen goederen baldadigheid heeft gepleegd, waardoor gevaar of nadeel kon worden teweeggebracht, bestaande baldadigheid uit het trappen tegen een geparkeerd staande fiets.
starting from "hij" which seems like a subject, i assume "heeft gepleegd " is the verb, but wondering why it is so far away from the subject, while, when seeing the comma before "waardoor" i realized the sentence does not end, but i completely confused which word is the subject in the sub-clause. and for the last part "bestaande ........fiets" i do not know which word the "trappen"" refers to. thanks in advance!

This sentence seems incomplete to me in several places, but that might be because this text is probably a criminal charge from a court document and is written in legalese rather than natural Dutch. "Trappen tegen" here means to kick, as in, the defendant kicked a bicycle parked by the side of the road. Seems like a bit of a storm in a teacup to me.

I think this sentece makes more sence ; Hij is op 24 januari 2015 in Rotterdam op/aan(both right), de West-kruisade, althans als enige voor het publieke toegankelijke plaats( you don't have to say publieke, but both are right), omdat hij baldadigheid heeft gepleegd, waardoor gevaar of nadeel kon worden teweeggebracht door te trappen tegen een geparkeerde staande fiets.
