Kładę ON something, like a table. Wkładam INTO something, like a cupboard.

I thought that this would be the most natural option. Clearly the clothes are not "static" in this sentence.

That could depend on whether you are putting the clothes on the flat part of the chair, or hanging them from the back of the chair.
