Kładę ON something, like a table. Wkładam INTO something, like a cupboard.

I thought that this would be the most natural option. Clearly the clothes are not "static" in this sentence.
I guess how much direction is needed to tip the scales vary from language to language.

That could depend on whether you are putting the clothes on the flat part of the chair, or hanging them from the back of the chair.
Or it could describe the clothes
