why is there the "de" in front of the preposition

the sentence is: Haber denkt dat de Turken blijven voldoen aan de in maart overeengekomen voorwaarden voor visumvrijstelling voor Turken. i am wondering why the "de " is in front of "in maart", since i only learned that "de" is always used in front of noun word. thanks in advance!

De voorwaarden. Welke voorwaarden? De - in maart overeengekomen - voorwaarden. An adverbial clause is jammed in between the preposition and its noun. You'll find this often in the news, but rarely elsewhere.
