I've seen in comments elsewhere that progressive present is coming later, but could this be understood as "The woman is not wearing shoes"?
yes is this a statement of her habit rather than what she is wearing today than a progressive answer is more accurate in english

I should probably have been more clear in wondering whether this is meant to describe a habit of never wearing shoes or that she is not wearing them at the moment because it would affect the correct english response
