Please explain why "she takes off her skirt and shirt" is not acceptable, whereas in another example, "anh ấy cởi áo" it is acceptable to say "he takes off his shirt."

It's just the action of taking off clothes. We do it all the time to shower, change clothes, and sleep. It's not an inherently lascivious act.
