Non-native speaker here. My family is Southern Vietnamese but I was born and raised in Canada. I can hear the tones in "kỹ sư" clearly, even though the speaker has a northern accent. However, LanguageButcher is right to say that people have different sensitivities to sounds. Keep at it and you'll get the hang of it! =)
Again kỹ sounds more like ký here to me :P perhaps that's the more natural way to say it
I've heard it a lot more clearly than that with other recordings (if you look up kỹ sư on forvo, for instance), let's wait for a non-native speaker to share his impression with us. It might just be me ^_^
Different people are sensitive to different sounds. It's no big deal. It's not really something to debate about. I can't hear plenty of sounds in french. Good luck!
Bạn là người Canada góc Việt? Don't worry too much about these sounds. There was a video in french that I couldn't understand a word a couple of months ago. I watched it last night and I could hear every sound clearly.
