Rating Other User's Translations

When rating other user's translations are we rating based soley on the quality of the translation or are we rating on spelling and grammer mistakes as well? For example, if a sentence is translated correctly but there are spelling and/or punctuation errors should I give it a bad rating?

Yes, because we translate for the web. Sentences should be translated correctly and and there should not be any spelling mistakes.

you can also rate is as good but not perfect if it is just a matter of a spelling mistake

That's a tricky question because often the general quality of translations is so atrocious that I feel it's a bad idea to rate one of the few correct translations poorly just because it contains a typo or doesn't use punctuation.
