Both, "thỏa" is the old style, while "thoả" is the new style.

The mouse hover hint for "deal" shows the old style "thỏa thuận". It might be a good idea to change it to the new style for consistency.

'Where will they deal?' sounds like they're playing cards. If the meaning of 'thoả thuận' is agree then the English sentence should probably be 'Where will they make a deal?'
