The more I think about it, if you really wanna say "three minutes to eleven", then you should say "mười một giờ kém ba phút".
I think the translation is incorrect. You can't say "going to there" in english, it's just "going there"
Suddenly 'sẽ' means use the present continous. For consistency with every other exercise this sentence should surely be 'We will go there at three to eleven.'
