It's an underdot diacritic like "ọ", "ẹ"...

So on the input method I use, which is just the Windows Telex, how do you get the dot under the y and not the u? When I type "thuyj" it automatically makes it under the u. The only way I see is to type thyj and add the u after which is cumbersome.

Yes in English "Switzerland is where?" is very correct and is said with a rising inflection to indicate the question. E.g. It could be used if the whereabouts of Switzerland was already being discussed. So.... Switzerland is where?

You can say it that way in english. It's not common but it's possible. And the meaning is the same
