In many languages the adjective may go after the noun. Is this not true in Polish?

Not really. Adjective after a noun is like classifying the noun. Compare "niedźwiedź brunatny" (the brown bear, the species) vs "brunatny niedźwiedź" (a bear that just happens to be brown).

koń is of masculine singular gender. 'stare' is an adjective for neuter singular and for not masculine-personal plural.

Is there a way to tell if a word is masculine or neuter? Feminine words are a bit easier because they usually end in 'a' (kaczka, zupa, ryba). Do I just have to remember it for words like kot, pies, koń, ect?

It's actually very easy to tell whether a noun is neuter, as they all end -o, -e, -ę or -um.
Nouns ending in soft consonants such as -ń can, however, be either masculine or feminine, so that's where you need to memorise the gender.
