Does the program end?

I realize that I am near the end of lessons and that many others are listed but without access does this mean there is an end to program participation? Some answer would be appreciated. Thank you.

Probably not, seeing as you can start learning French and German as well. And besides, Duolingo opens up to the public in just a week :-)

I think the review options should still be available for the lessons you have done.

Beyond that, you can still learn by translating.

I believe the new lessons should open when the site is open to the public, that would be my guess. Like Almonaster said I would do some translating to keep yourself busy.
