האם גם אפשר להגיד את המשפט בלי ה"ש" ככה? (למטה)

למה לא תעשה כושר פעמיים בשבוע

לא. אין לי מושג למה אבל זה נשמע רע.

Joseph, the subordinate clauses in Hebrew are usually started with ש. Like when you wish someone well אני מאחל לך ש... Or even more simply: שיהיה לך יום טוב

If this is a subordinate clause, then למה is the main clause, so the translation would be something like "Why is it that ...."

ש in this case indicates a subordinate clause. The sentence is not grammatically correct without it.

So is it really incorrect... or would it just have a meaning more like: "Why will you not work out twice a week?"

The English isn't quite right. You don't "do exercise". Usually you "exercise", or you "work out". You might also "get some exercise", "go for a workout" or, less frequently, "do some exercise".
