It looks grammatically correct, but sounds unnatural. If you talk about the weather condition of today, you normally say "Сьогодні + the_weather_condition." For example, "Сьогодні (сильний) дощ/мороз/вітер/сніг."

Why is сильний used here? Is it just emphasizing that the weather is severe?

Exactly, "freezing" is a "hard/sever frost" and it translates to "сильний мороз."
