It is weird, because normally in English we would be stepping somewhere, so this sentence feels incomplete.

I would suggest "moves" as a better translation in this sentence. This gets us away from the nagging feeling that he should be stepping ... somewhere.

I would suggest The Brazilian boy takes a step or is taking a step.
