Is there any reason this can't be translated as "The new rug is upstairs" ?

L'étage supérieur literally translates to top floor, emphasis on the top. So "The new rug is on the top floor" should work. "The new rug is upstairs" would/could be better translated as "Le nouveau tapis est en haut".
