I'll let our German linguist police the rules, but בְּשָׁנָה הַבָּאָה (BeShana) is in common usage.

Yes, the prescriptive force is strong with me ;-) I would not again claim it as confidently as three years ago, as indeed, you are right, the first article is often left out in practice. Maybe this is influenced by the ritual saying of לְשָׁנָה הַבָּאָה בִּירוּשָלָיִם [הַבְּנוּיָה]. There are also the temporal conjunctions like בִּזְמַן שֶׁ־, where also a defined time is meant, although the article is left out.
