Not a tanár, but since there are no other answers...

Maybe "a lamp is outside" could be better expressed with a different word order than the one above (like "kint van egy lámpa"), but I don't think the subtle differences word order can express here can be clearly correlated to different English sentences, so I see no reason why "a lamp is outside" should not be accepted.

It's subtle, but "light" is the more common use when referring to having illumination or not. "Lamp" is more specific to a type of light. E.g a table lamp
