Would ראש השנה שמח not also be correct? or is it only in the jewish festival context , and not in general for happy new year?

That's specifically for Rosh Hashana. But שנה טובה can be used in both cases.

Interesting how Jews don't wish people a "happy" New Year. Goes along with starting the year in shul, not drunk in Times Square.

Even if in the general context "happy new year" translated as שנה טובה is correct, for learning purposes the correct should be "שנה חדשה שמחה"
