Only if you want to emphasize -kettő rather than -hét. Otherwise, only -két is correct.

As far as I know, there is no difference. But there are regions, where the "e" is pronounced like "ö" and vice versa. A few words kept that two versions. Another example is seprű/söprű (the broom).
