That would mean "it's finally summer here". I'd argue that that's a different sentence, even if it expresses something very similar.
I agree. One says "it is here", the other says "it is Summer".
Fwiw, Végre itt a nyár was a modest pop hit a while ago:
What about "Végül, itt van a nyár?"
Or "Végen", for that matter?
