"You're welcome" is more frequently the response to thank you, not a replacement for it.

I mean "you're welcome" is not the same thing as "thank you". Used in a conversation-

Eric: Please pass me the salt.

(Jimmy passes the salt)

Eric: Thank you.

Jimmy: You're welcome.

"Not to bother you, but..." é mais ou menos como "Excuse me" quando vc. quer atrair a atenção de alguem para pedir-lhe algo.
