That is not the neutral way of saying it. It sounds more like a comparison:

"Most of the cars are parked in front of the new building but, still, many cars are standing by the old, black house."

"A legtöbb autó az új épület előtt parkol, de sok autó a régi fekete háznál áll."

I agree with you It sounds me more Hungarian nevertheless of vvsey's explanation.I hear Hungarians speaking very often and I have a feeling for it ,of course not always right
