What is the difference between volstrekt and helemaal?

Both would be fine in this context. Volstrekt would translate to fully*, and helemaal to wholly.

  • Same as 'volledig' but (feels to me) a bit stronger, certainly when used in negative sentences. "Ik vind het volstrekt onacceptabel" / "Hij is volstrekt van de pot gerukt". (He is acting completely insane)
