"Is it a menu for vegetarians" would be "Ĉu ĝi estas menuo por vegetaranoj?"

What about the more colloquial 'is the menu for vegetarians'? Would this need the gi to make sense?

No. Neither in English you use "it ~ gxi". In this case you (would) say: "Cxu la menuo estas por vegetaranoj?"

In some cases no. In my experiance most restaurants will try to offer some vegan or vegitarian options or versions of the items on the spot if their menu has none, which makes sense since businesses always want to make money and are more then willing to a do a little extra work to raise profits. This is capatalism we're talking about here and there's no breaks on the money train!
