In Russian, Wciera byl zjimnij wietier.

Belarusian: Uczora był zjimowy wiecjer.

Ukrainian: Wczora buw zymowyj witer.

But it means "a winter wind."

Kholodny wietier, to be precise. Zyimnij ≠ cold in Russian.

Is the wind countable?

"Wczoraj był zimny wiatr." Translation:Yesterday there was a cold wind. Czy możno napisać ’Yesterday it was a cold wind’? Dzięki.

Chyba po angielsku tak nie można napisać.

'Yesterday it was windy and cold' seems the closest proper English sentence (with 'was' but without 'there').
