Is 'arkusz' or 'arkusz papieru' usable here? (The latter was rejected.)

Hmm... I'd say that "arkusz" sounds formal to me (I think of a university context, maybe an exam), but I guess it should be accepted. Added now.

nie rozumie: translation tlumaczy "Wezmiesz kartke i dlugopis"; ja napisalam "Wezmiesz kartke papieru i dlugopis" i Duolingo nieuznalo mi tego i jako blad oznaczylo "i". Dlaczego? Dziekuje

Nie były akceptowane zdania z "papieru", a oczywiście powinny być. Słysząc "kartka" zakładamy od razu że to "kartka papieru", ale nie ma nic złego w sprecyzowaniu tego. Dodałem.

What is wrong with 'kartkę papieru'?

It's redundant (the "papieru" part is basically obvious) but correct, and it works as well.

Luckily you reported your answer (thanks!), and it says "kartę". "karta papieru" is rather unusual. "karta" is a card (a credit card, a poker card, a postcard), but not really an A4 sheet of paper.
