Like if I wanted to say, "2016" would it be: twintig zestien or twee duizend zestien or like zestienentwintig?

Tweeduizend zestien. ( 2+1000+6+10)

210 can be pronounced as both "tweehonderdtien" and "tweehonderdentien" (2+100+10, 2+100 & 10)

Examples (after "duizend" comes a space):

108: honderdacht

678: zeshonderdachtenzeventig

2016: tweeduizend zestien (twintighonderzestien or (shorter) twintigzestien would also be correct, but sounds awkward and will not be used regularly)

2577: tweeduizend vijfhonderdzevenenzeventig / vijfentwintighonderdzevenenzeventig

17.053.980: zeventien miljoen drieƫnvijftigduizend negenhonderdtachtig

Maybe it is correct when you give your resource:

Voor years when the second digit is not a zero: 1986: negentienhonderdzesentachtig.

These are great links with lots of rules/guidelines/examples. Another one about when to write a number "out" or when to use numbers: https://onzetaal.nl/taaladvies/advies/getallen-in-letters-of-cijfers

Also, about louis.vang's example about years. It's quite common - as is mentioned in his second link - to say "negentien-zesentachtig" (without the honderd / hundred). This is common for years before 2000, not after
