No, not in Russian. "Девушка" means a girlfriend in romantic sense and "подруга" means a female friend.

'meine Freundin' is usually 'my girlfriend'; for friend-girl, one often says 'eine Freundin von mir'. Ditto '(mein) Freund'. Context helps, too.
