If a "ו" follows a consonant, is it always read as "o" ( as in הולך here)?

No, it can be "o", "u" or "v"

The letter "ו" will make an o sound like here but can also make oo sound like in the word גוּר goor (puppy). If there are no dots, all depends on context and experience

In Arabic, a dog is called /kalb/. It is exactly the same as Hebrew but with last soud /v/ being changed into /b/. Not surprisingly, the female dog is called /kalba/, same as Hebrew I guess!
