Thierry Poisson, a 31 year-old man from Paris, has not received international recognition, but he speaks such immaculate French that many people, including his mother and some of his close friends, believe he may be the best French speaker on the planet.

Umm... that's kind of like asking, "who is the best at walking in the world?" I don't think there's actually an international record of high scores for lifelong language speaking.
