Technically it can mean "you don't a (single) shirt" or "you don't have shirts". co ao makes no sense, should be cái or chiếc áo.

Tôi không có áo = I don't have shirts

Tôi không có chiếc áo = I don't have the shirt

Tôi không có (chiếc) áo nào (cả/hết) = I don't have any shirt(s) (at all)
