I guess it's pretty evident where they're taking these examples from: a good example of political rhetoric, none of the three adjectives actually means anything when talking of a province. Supposing the speaker is advocating his election in the provincial government (which is also informally "la provincia"), I'd say attentive is a good translation, as he'd be saying he would attend to the citizen needs, rather than being careful, alert or focused.

I think "attentive" is a good translation too, but the sentence/context is vague enough that they should accept a couple of synonyms.
