It is important to... = חשוב לאכול ארוחת בוקר
It is necessary... = צריך/חייבים לאכול ארוחת בוקר
"should" could also be translated to צריך, but if it's just a recommendation (like, it's preferable to...) you can use כדאי לאכול ארוחת בוקר.
