How shall I figure out that I have to use Present Continuous but not Present Simple here? What is wrong with the "The animals against me" as an answer?

Well, it is a complete sentence in Hebrew, not just a phrase, which in English needs a verb. And are is simple present of to be, you do not say they are being.

How would it be if it is a phrase and not a sentence

Well, without the full stop, you could use this sort of phrase in a sentence: הַמִּלְחָמָה נֶגְדָם נִמְשֶׁ֫כֶת the war against them continues.
