...-δήποτε generally translates to ...-ever (whoever, whatever, whenever, wherever), but not for however.

"When/Where" would more likely be used in questions ("when are you doing this?", "where are you going", etc.), in this case we're talking about the possibilty to act independently from place and time ("at any given time i can do this")
