Why are both η and χ acceptable?

h sounds like χ but has a similarity in shape with η "H-Η, h-η" and h is used for η when writing in greeklish (on the internet when you write Greek with Latin characters). That's why both are accepted, I believe.

H descended from eta, most likely due to extremely ancient Greek, when it was heta, but acts like a hee.

Is it true that χι has a near-silent "k" sound before the "h" sound?
