כלב vs חלב

Am I right in thinking that חלב has a more guttural "kh" and "כלב" is a harder "k" sound?

"Khelev" = milk "Kelev" = dog

That is correct. Some letters have more than one pronunciation. See https://en.wikipedia.org/wiki/Dagesh for more details.

ח is always the guttural kh sound ח

כ is a hard k sound at the start of a word, but in other situations it can be a kh sound כ

Also the vowels are different. Kelev versus chalav.

Yes you are, but as others have stated that milk is chalav, not chelev. :)
