Yes, actually, in French, we tend to use "gâteau" for many different preparations : "gâteau sec" or "petit gâteau" will mean biscuit in a more obvious way.

Can I not use "Des filles" instead of "Les filles"

I think it would not make much sense because "des filles peuvent avoir un gâteau" would mean that some of the girls can have one and not others, which is not intended here. What is meant here is that the girls present here (all of them) can have a cookie.
