Is this a sentence an English speaker would say? It is difficult to arrive at/come to/reach a conclusion is something I would expect.

This is not a sentence a greek would say. Could only be used if you are reading maths for example and you read the conclusion of a theorem, which is difficult to understand: "Καταλαβαίνω το θεώρημα, αλλά το συμπέρασμα είναι δύσκολο= I understand the theorem, but the conclusion is difficult.". Otherwise it would be: Είναι δύσκολο να "βγάλεις"/"καταλήξεις σε" αυτό το συμπέρασμα.

Maybe in that case both in the English and in the Greek the words ...to understand/ ...να κατανοηθεί are implied? I.e., Το συμπέρασμα είναι δύσκολο να κατανοηθεί. - The conclusion is difficult to understand. ?
