"Начать" - to start doing something. "Я начал работать в компании в 1999 году" "начинать" - have been starting "Когда я начинал работать случилось землетресение" - or to start several times "я начинал учить русский несколько раз, но все время не хватало времени"

It's a pair like делать/сделать (imperfective/perfective) and many other Russian verbs. It's probably the same beginning that makes these two less obvious.
