ο τσίπης- η τσίπισσα is the cheapskate person. Τσίπικο is something cheap but not in means of price only, but quality. These are slang words and their origin traces to the Greek Americans (and not used very commonly in greece, φτηνιάρικο is much more common ) :)

To be honest, I've never heard "τσίπη" before (I'm a native speaker of modern Greek, born, raised and still living in Greece). However, it might exist in the slang of another region of Greece or in Cyprus. :-)

You do not use φτηνότατα. The superlative would have been τα πιο φτηνά but it is not appropriate here.
