How about "A szakácsnak egy fekete kutyája van." (with or without "egy")? I know the emphasis changes. The new/emphasized information in my example would be the new girlfriend and/or the newness of the girlfriend, right?

You mean a dog, right? A ❤❤❤❤❤ it may be, but still, a dog. :)
Otherwise, yes, the emphasis would be a bit more on what it is that the cook has.
