Is cúng the verb to use when people burn a lot of stuff outside their homes each month?

Yes. And when they go upstairs to their worship places

How about "They are worshipping" ?

Worshipping is a different term altogether. Tôn thờ/sùng bái.

Lighting incense and placing it on the altar or container at graveside would be a form of offering. Incense is an acknowledgement that humans are sensual; sight, hearing, touch, feelings. Thoughts about the person or people you are offering incense to would be the worshipping part, as far as Buddhism is concerned.
